CEPI, public-private partnerships (PPPs), and Narendra Modi

Here's Richard Hatchett, who heads CEPI (Coalition for Epidemic Preparedness Innovations), a Gates-Rockefeller racket to use vaccines as a means to discipline and control ever larger chunks of humanity, arguing for "Public-Private Partnerships" (PPPs) to develop vaccines.
CEPI already has on board Narendra Modi who has allocated Rs 100 crore to development of Coronavirus vaccines and carrying out other elements of Gates-Rockefeller's evil agenda.
PPPs have been the preferred means for Gates, Rockefeller and such other criminals to capture governments across the world and put in place 'shadow governments' that control not only funds, functions and functionaries of the elected governments but also dictate policy.
Public Health Foundation of India (PHFI), which Bill Gates used as a means to gain a backdoor entry into Government of India, was also fraudulently advertised for many years by Manmohan Singh and his ministers as a PPP (which it was not).
It goes without saying that PHFI is an entirely unlawful - indeed criminal - body sitting right inside the Government of India. A large number of Secretary-level officers (such as DST Secretary Ashutosh Sharma) and other bureaucrats are on its payroll and work secretly to further PHFI's sinister agenda and subvert public interest.
These bureaucrats also cover up PHFI's corruption and crimes.
During the time (2011-12) I did active investigation into PHFI, I'd found to my horror that it was a much more powerful body than the Union Ministry of Health!
(It continues to be fully protected by Narendra Modi and his ministers. A series of complaints I filed against PHFI's wrongdoings in 2018 have been thrown into the rubbish bin.)
PPPs have generally been a massive swindle in India -- as has been seen by Rs 90,000 crore IL&FS scam and hundreds of crores of rupees of NPAs of public-sector banks on account of sanctioning of loans to dubious projects.

Developing covid-19 vaccines: why public-private partnership is crucial
(April 03, 2020, By Richard J. Hatchett)
The head of the covid-19 vaccine response argues that US $2bn will be needed for eight potential vaccines to go through clinical trials.
Vaccination is our best hope for stopping the coronavirus pandemic in its tracks. But producing safe, effective and globally accessible vaccines within the next 12 to 18 months is not only a scientific challenge: new levels of collaboration and investment across industry and government will be essential.
This pandemic is the biggest public health threat that humankind has faced in a century. It is wreaking havoc on societies and economies and it is an acid test for public-private partnerships. We need to move fast to unleash the funding required to develop vaccines.
Delivering covid-19 vaccines for the world—at record speed—will take a collective effort. We must combine the resources and expertise of academia and the private sector with the ability only governments have to mobilise the political will and amass the large sums of money that will be required.
No therapies to prevent or treat covid-19 are available, but research is advancing at a breakneck pace. The private and public sectors must now collaborate to ensure the best and fairest use of new products—wherever they come from—when they arrive.
In the case of vaccines, this means pursuing multiple approaches across both established and new technologies rather than trying to pick one or two “winners” prematurely since many candidate vaccines will inevitably fall by the wayside...….
